i would also go for broader conservation. Mainly because it hosts a larger biodiversity of species. One of the goals to conserve something is to have species richness and abundance. broad conservation better allows richness and large population sizes. However small areas are also important, it just that they need more care especially for a endemic species because you have to maintain it natural environment no matter what or else it will just dissapear. With ever changing environmental conditions you can never be certain that you'll keep the environment the same.
My point is small areas are important but in order to focus on them they need more attention and care compared to broad conservation. And they host less richness and abundance of species
